<p>California Color Works was selected to provide painting services for the west coast offices of Scripps Networks Interactive in the Wilshire district of Los Angeles. This project sounds simple enough, but it all had to happen while the office remained occupied and operational. To ensure a successful project, California Color Works worked closely with the project coordinator to understand the scheduling parameters, paint color placements, and the use the correct products, such as zero voc (no odor) materials so that not to disrupt their daily operations.  Their services also included properly covering and taping all furniture and equipment, spraying of an open ceiling area with furniture and computer equipment remaining in the area, refinishing of wood panels, painting of window and door frames, and properly cleaning each area after each stage of the project.</p>
<p>The three month occupied space painting and carpet project was completed successfully without any interruption to their daily operations.</p>

<p>DO research your project before you get quotes. It doesn&#8217;t hurt to find out, at least generally, the correct way your project should be completed. Look at trade magazines and visit home improvement websites to explore different approaches to remodeling. Sometimes there is more than one way to complete a project. For example, one painting contractor may prefer to paint your room with a tinted primer followed by two coats of latex paint, another may use a one-coat self-priming paint. Find out what industry standards are, what is a no-no under any circumstances or what might work best for your project. A little knowledge gives you power to negotiate the best price for the best work.</p>
<p>DON&#8217;T think a little knowledge makes you an expert. Above all, don&#8217;t think your project will be completed like projects you see portrayed on television. Home improvement television shows are deceiving. There are whole crews bringing the project to a finish in-between the time the camera is rolling. Mistakes are edited out. Remember that every remodeling project is different, and there can be hidden complications. For example, replacing the slider door that&#8217;s been sticking for the last two years seems like a simple one-day project, but when your contractor takes out the existing door he might find it was not properly flashed by the original installer. Decay, dry rot or mold effecting the underlying framing may require him to do unexpected work. He may not be a shady contractor; he might be concerned that if he replaces the slider without fixing the underlying problem, in a few years you&#8217;ll be unhappy with his finished product.</p>
<p>Most reputable contractors will keep you informed of any unexpected developments and will discuss solutions with you, including estimated extra costs. They will show you problem areas and explain the process for fixing them in detail. In some cases, they can tell you in advance what kinds of hidden problems they&#8217;ve seen before and whether they think they&#8217;ll experience the same issues with your remodeling project.</p>
<p>2. Get competitive bids, but don&#8217;t take the lowest bid offered.</p>
<p>DO get competitive bids. For small projects, calling 2 or 3 contractors is usually sufficient. For larger, more extensive projects, it&#8217;s wise to have a minimum of 4 to 5 contractors bidding against each other. People will spend weeks researching the best cars and haggling over a car sale when it&#8217;s time to buy a new vehicle, but don&#8217;t hesitate to spend thousands of dollars on a remodeling project after mere hours or a few short meetings with contractors.</p>
<p><strong>DON&#8217;T take the lowest bid offered</strong>, thinking you will be getting the best deal, even if your contractor shows up in a designer polo in a big, shiny truck with custom lettering looking like the perfect professional. Be leery of any contractor eager to bid lower than everyone else. It&#8217;s common practice for less-reputable remodelers to have &#8220;hidden costs&#8221; they spring on you later in the project, when everything is torn apart and you feel like you can&#8217;t back out without extreme inconvenience or loss of what you&#8217;ve already invested.</p>
<p>3. Negotiate for the best price, but don&#8217;t under-value your contractor.</p>
<p>DO negotiate for the best price. Pick the best contractors, and give them a chance to bid against each other for your project. Most contractors are willing to negotiate. If you can&#8217;t get them to negotiate on the labor price, ask them to offer you discounts on materials. Most contractors get commercial discounts between 5-25% from suppliers, and may be able to offer you a portion, if not all, of this discount without suffering a loss on the value of their time. Depending on the size of your project, this can equate to significant savings. Some contractors may offer you a much lower labor price to beat out other bids, but make up for it later through high mark-ups on materials.</p>
<p>DON&#8217;T get too obsessed with negotiating. Contractors often pay high insurance and overhead costs, especially if they have employees. They want to work for you, but if you want a high quality product, keep in mind that a reputable contractor with good references will walk away from your project if he thinks you are under-valuing his skills. No one wants to be under-valued. Asking for a bottom line price is not inappropriate, but asking him to be competitive with someone he knows to be the worst contractor in town could land you in spot where you have ONLY the bad contractor to complete your job. Be fair.</p>
<p>4. Insist on a contract, and understand its terms.</p>
<p>DO insist on a comprehensive contract. Surprisingly, many people think a contract locks them into a set price, which is not really the case. Anyone can write a number down on paper! The most important aspect of any remodeling contract is the detailed scope of services to be provided. Even for small jobs, this is the key to getting services with a set price. For example, if your contractor is replacing an old window, NEVER accept a contract that says: &#8220;Window Replacement $XXX.XX!&#8221; The contract should specify whether or not the window will be removed and disposed of (not all contractors dispose of construction debris); whether the new window will be caulked and weatherized; or even whether the old window molding will be re-applied or replaced. Also, the contract should state how long it will take to reasonably complete services, as well as what kind of materials will be used. Insist on high quality fasteners, caulking and other materials to protect the integrity and long-term durability of your project.</p>
<p>DON&#8217;T ignore payment terms, which can vary greatly between contractors. Make sure you understand terms fully. Pay your contractor in a timely manner, especially if he&#8217;s efficient and provides quality workmanship. If you find the contractor is not meeting his end of the bargain, you have every right to withhold payment until a certain portion of the work is completed in accordance with the terms of your contract. Make sure payment terms state amounts to be paid at specified time periods. Having a clear and concise contract legally protects both parties and prevents misunderstandings about what is expected by all.</p>
<p>5. Check references carefully.</p>
<p>DO check references, and if possible, look at a portfolio of finished projects. Try to arrange a visit to a site where the contractor performed work similar to your own project.</p>
<p>DON&#8217;T let a contractor&#8217;s charm sway you. The best con artists can &#8220;talk a dog off a meat wagon.&#8221; If you are investing a sizeable amount of money into a remodeling project, you want to ensure that the contractor has a good track record by calling or visiting client references &#8211; not his relatives. If possible, try to talk with clients who have finished projects more than a year old. Newly remodeled areas always look great compared with the old, but work that still looks great a year or more later is proof of quality workmanship.</p>
<p>Ask these questions about how the contractor worked: Did the project move along smoothly? Did the contractor show up to work daily or have a project manager so the project moved along in a timely manner, or did work go unfinished for days or weeks at a time, seeming to take forever to complete? Did they work haphazardly or clean up at the end of each day to minimize disruption? Some people want a project completed simply and quickly, some want fancy detailing finished to magazine perfection. Decide what services are most important to you, write a list of them and discuss how they will be completed in a reasonable timeline with the contractor.</p>

<p>As we leave winter behind we start spring with some positive signs from the economy, California Color Works is excited for the many new opportunities ahead….</p>
<p>They recently completed a project for River Rock Real Estate Group in Laguna Hills.</p>
<p>California Color Works is also starting several new projects with additional building management companies throughout Southern California, including the repainting of two shopping centers and a 250K square foot corporate office with a manufacturing facility. 			<content:encoded><![CDATA[<p><span style="text-decoration:underline;">**Spring Landscaping Tips**</span></p>
<ol>
<li>Focus upon weed control this month. Control crabgrass in lawns and all other weeds in planter beds by spraying, pulling and/or uprooting.</li>
<li>Apply fresh mulch over weed-free areas to cover exposed soil in planter beds. Mulch application will save water in summer months and discourage future weed growth.</li>
<li>Sweep all planter beds and turf areas clean of fallen leaves and debris left behind from the winter winds and rain.</li>
<li>Divide and replant fall blooming perennials, such as Agapanthus and society garlic, this month for a broader flowering effect later in the year.</li>
<li>Winter rains create soggy soil, which attracts snails into planter beds and planted containers. This month protect, plant materials by removing visible snails and putting down snail bait in planter beds and containers.</li>
<li>Rain brings nitrogen to the soil, but it also washes out other nutrients as it filtrates and drains through layers of soil. Now is the time to apply fertilizer throughout the landscaped property (i.e. groundcovers, roses, shrubs, ornamentals, annuals, turf areas, and perennials.</li>
<li>Prune and &#8216;lace&#8217; shrubs and perennials harder this month, in preparation for summer. If the shape needs to be re-balanced, now is the time.</li>
<li>Look closely at every mature tree in the landscape for broken branches resulting from effects of winter weather, also make a list of the tree canopies that need to be thinned, trimmed, and re-shaped.</li>

			<content:encoded><![CDATA[<p>Americans drove three trillion miles in 2010—the most since 2007 and the third-highest ever—sharpening the need for continued investment in the nation’s roads, bridges and tunnels, U.S. Transportation Secretary Ray LaHood said Wednesday (March 2).</p>
<p>Roads and bridges “are the lifeblood of our economy,” said Transportation Secretary Ray LaHood.</p>
<p>“More driving means more wear and tear on our nation&#8217;s roads and bridges,” said LaHood. “This new data further demonstrates why we need to repair the roads and bridges that are the lifeblood of our economy.&#8221;</p>
<p>Overall, Americans drove 0.7% more—20.5 billion additional vehicle miles— in 2010 than in 2009, LaHood said. December 2010 was the 10th consecutive month of increased driving, as travel for the month increased by 1.4 billion vehicle miles over December 2009.</p>
<p>President Obama has designated $3.2 billion in infrastructure spending as part of his proposed FY 2012 $129 billion budget for the U.S. Department of Transportation.</p>
<p>The $129 billion—a 68% increase over the projected spending for the current fiscal year—would be the first installment in a six-year, $556 billion plan that would also include $30 billion in spending on a new National Infrastructure Bank and $53 billion on high-speed and intercity rail.</p>
<p>Fatalities Decline</p>
<p>Although the roads are more crowded, they are—so far, at least—not more dangerous, DOT reported.</p>
<p>Data for 2009 show major declines in deaths among every category of vehicle—and the fewest highway deaths since 1950, DOT said.</p>
<p>Highway deaths in 2009 fell to 33,808, a 9.7% decline from 2008, even while estimated vehicle miles traveled increased by 0.2 percent.</p>
<p>2009 also saw the lowest fatality and injury rates ever recorded: 1.13 deaths per 100 million vehicle miles, compared to 1.26 deaths per 100 million vehicle miles for 2008. Led by Florida, 41 states recorded reductions in traffic fatalities. An estimated 2.2 million people were injured in 2009, a 5.5% decline from 2008.</p>
<p>Fatalities declined in all vehicle categories, including motorcycles, which saw fatalities fall by 850 from 2008, breaking an 11-year cycle of annual increases.</p>
<p>Rural, Southern Increases</p>
<p>The South Gulf area, a bloc of eight states from Texas to Kentucky, experienced the greatest regional increase in December 2010: 46.6 billion vehicle miles traveled (VMT), an increase of 624 million VMT over the previous December.</p>
<p>With an increase of 11.1%, or 156 million additional miles traveled, Nebraska recorded the largest single-state increase in December, and rural driving outpaced urban driving across the country.</p>
<p>&#8220;These data are critical to identifying and evaluating patterns of use on America’s road system, which help us to make decisions about investments in critical infrastructure,” said Federal Highway Administrator Victor Mendez.</p>
<p>“Repairing our nation’s roads, bridges and tunnels will help us ensure safety, strengthen the economy, and build for the future.”</p>

<p>“Honeysuckle,” described as a “vibrant, energetic hue,” has been given the title “color of the year for 2011” by Pantone LLC.</p>
<p>The color marks a shift in mood from 2010, when a turquoise shade was given the color of the year designation, and “served as an escape for many,” Pantone said in announcing its choice for 2011.</p>
<p>“Honeysuckle emboldens us to face everyday troubles with verve and vigor,” said the company, a unit of X-Rite Inc. “A dynamic reddish pink, Honeysuckle is encouraging and uplifting. It elevates our psyche beyond escape, instilling the confidence, courage and spirit to meet the exhaustive challenges that have become part of everyday life.”</p>
<p>Specifically, Pantone identified PANTONE® 18-2120 Honeysuckle as its color of the year.</p>
<p>The company said its annual color of the year declarations have for more than a decade influenced product development and purchasing decisions in multiple industries including fashion, home décor and industrial design. Pantone is a provider of professional color standards for the design industries, and offers a line of paints, PANTONE Paints.</p>
<p>“In times of stress, we need something to lift our spirits,” Leatrice Eiseman, executive director of the Pantone Color Institute, said of the color of the year choice. “Honeysuckle is a captivating, stimulating color that gets the adrenaline going—perfect to ward off the blues. Honeysuckle derives its positive qualities from a powerful bond to its mother color red, the most physical, viscerally alive hue in the spectrum.<br />

&#8220;The intensity of this festive reddish pink allures and engages. In fact, this color, not the sweet fragrance of the flower blossoms for which it was named, is what attracts hummingbirds to nectar. Honeysuckle may also bring a wave of nostalgia for its associated delicious scent reminiscent of the carefree days of spring and summer.”</p>
<p>In addition to the “healthy glow” honeysuckle produces in fashions, home furnishings and other items, a wall painted in the color can deliver “a dynamic burst of energy in the family room, kitchen or hallway,” the company says.</p>

			<content:encoded><![CDATA[<p>The U.S. Green Building Council’s LEED for Healthcare green-building system, which recently won the approval of USGBC’s membership after several years of debate and discussion, prescribes a strong indoor air-quality regimen in health-care design in addition to other trademark LEED sustainable-design measures.</p>
<p>Health-care facilities designed to achieve certification face a number of challenges, including tougher criteria for earning credits for the use of low-emitting interior paint and coatings. To earn the credit, interior paints and coatings must comply with the nation’s toughest regulation on volatile organic compounds (VOCs)—the South Coast Air Quality Management District’s Rule 1113 on architectural coatings.</p>
<p>The <a href="http://www.usgbc.org/DisplayPage.aspx?CMSPageID=1765">LEED for Healthcare</a> rating system recently passed USGBC member ballot, with an 87% approval rate, the organization announced. The rating system “represents a culmination of seven years of close collaboration between the <a href="http://www.gghc.org/">Green Guide for Healthcare</a> and USGBC,” the council said. “GGHC has helped to streamline the LEED for Healthcare’s development schedule by aligning with the LEED for New Construction rating system’s organizational structure, with permission from USGBC, and conducting a robust pilot program that has included more than 100 health care facilities,” USGBC said.</p>
<p>GGHC, a program developed by the <a href="http://www.cmpbs.org/">Center for Maximum Potential Building Systems</a> and <a href="http://www.noharm.org/">Health Care Without Harm</a>, served as the primary blueprint for LEED for Healthcare. GGHC, issued in 2004, places emphasis on reduced use of toxic chemicals in design and construction.</p>
<p><strong>Air Quality a Top Priority</strong></p>
<p>LEED for Healthcare generally mirrors other LEED rating systems in its list of credits for a wide range of green and sustainable design and construction measures.</p>
<p>The new rating system, for example, offers credits for the use of cool-roof technologies under the “Sustainable Sites” category, “Heat Island Effect—Roof.”</p>
<p>In the Indoor Environmental Quality section, the use of low-emitting paints and coatings can deliver one credit point, as is the case with other LEED systems. Credits, however, are based on the specification of interior paints and coatings that meet the South Coast Air Quality Management District’s Rule 1113 on architectural coatings. Rule 1113 is the nation’s most stringent regulation on VOCs in architectural and industrial maintenance coatings.</p>
<p>The credit’s basis on SCAQMD Rule 1113 marks a departure from most other LEED rating systems. LEED for New Construction and Major Renovations, for example, provides credit for use of low-emitting interior paints and coatings that meet Green Seal’s GS-11 or GS-03 standards, although some coatings types also must meet SCAQMD Rule 1113—clear wood finishes, floor coatings, stains, primers, sealers, and shellacs. The same criteria are part of the LEED for Commercial Interiors and LEED for Retail.</p>
<p>The recently launched LEED for Schools rating system, meanwhile, presents an even tougher yardstick for credits—compliance with the California Department of Health Services standard on testing of VOCs using environmental chambers.</p>
<p>Indoor Environmental Quality Credit 4: Low Emitting Materials, also offers credit points for use of adhesives and sealants that comply with the South Coast Air Quality Management District’s Rule 1168; aerosol adhesives must meet the Green Seal standard for Commercial Adhesives G-36 requirements.</p>
<p>But a new prerequisite has been added to the Indoor Environmental Quality Section—“Hazardous Material Removal or Encapsulation,” applicable to renovations only. This requires development and implementation of a hazardous-material management program of remediation and containment measures for mold, mercury and lead. </p>
<p>The rating system also includes credits for reduction of the use of lead, cadmium and copper as “persistent bioaccumulative and toxic” (PBT) chemicals (Materials and Resources Credit 4.2). The credit calls for specification of no interior or exterior paints containing lead or cadmium. Paints and coatings meeting Green Seal standards or other regulatory criteria, however, exclude content that incorporates cadmium, lead, mercury, antimony, and hexavalent chromium.</p>
<p>Overall, designs that earn 40-49 credit points are “Certified.” Other levels are “Silver,” 50-59 points; “Gold,” 60-79 points; and “Platinum,”</p>
<p><strong>Approval Follows Extensive Debate, Deliberation</strong></p>
<p>The final version of the LEED for Healthcare rating system won approval despite a move to reduce the impact of the system with regard to use of certain toxics, according to a report in Healthy Building News, an online newsletter published by <a href="http://www.healthybuilding.net/">Healthy Building Network</a>.</p>
<p>USGBC membership approval of the rating system “brings to a close six years of developmental work, including contentious debates over credits for reduced use of toxic chemicals and the hardball tactics of industry trade associations,” Bill Walsh, executive director of Healthy Building Network, wrote in Healthy Building News. Walsh said environmental and health-care activists endorsed the final draft “after the USGBC made changes to the LEED Pilot Credit program in order to provide more opportunities to access five credits that were removed from earlier LEED for Healthcare drafts and placed in the LEED Pilot Credit Library.”</p>
<p>The credits dropped from the final draft would reduce the use of materials containing persistent, bioaccumulative toxins, phthalate plasticizers and halogenated flame retardants, Walsh said. These were placed in the new <a href="http://www.usgbc.org/leed/pilot/PilotLibraryProjectReg.aspx">LEED Pilot Credit Library</a>.</p>
<p><strong>Tailored to Reflect Health-Care’s Unique Needs</strong></p>
<p>Melissa Gallagher-Rogers, USGBC director, government sector, said LEED for Healthcare is tailored to reflect the unique design and operational requirements of health-care facilities, with a heightened focus on reduction of toxics and the needs of patients. These priorities are reflected in prerequisites and credits related to indoor environmental quality, infection control, and proximity to public transportation, among others.</p>
<p><strong>System Viewed as Foundation for Future Evolution</strong></p>
<p>At the same time, credits are weighted to take into account the extensive water- and energy-use demands of health-care facilities, in comparison to conventional commercial or institutional buildings, she said.</p>
<p>Gallagher-Rogers said the LEED Credit Pilot Library will encourage further development of the healthcare rating system, as designers and materials manufacturers incorporate innovative technologies in pilot designs and provide feedback on these developments. She said the USGBC encourages manufacturers, including manufacturers of paint, coatings and related materials, to take an active role in the pilot-credit development process.</p>
<p>In <em>Healthy Building News</em>, Walsh noted that the executive director of Health Care without Harm, Gary Cohen, had called for rejection of previous drafts of LEED for Healthcare, but in the end endorsed passage of the final draft. Cohen was quoted as saying that moving the toxics-materials credits to the Pilot Credit Program represents a “fragile compromise because we don’t know if these credits will become embedded into LEED, and they were one of the defining ‘health-based’ elements of health care&#8217;s approach to green building.</p>
<p>“But what did emerge provides us with a foundation for innovation that is going to go way beyond LEED, as networks like Practice Greenhealth guide the health care sector towards toxic-free, carbon-neutral, resilient buildings that are a community force for healing beyond the four walls,” Cohen said in moving into the “yes” column favoring approval of LEED for Healthcare.</p>
<p>Healthy Building Network’s Tom Lent, who has participated in both GGHC and USGBC committees, said in <em>Healthy Building News</em> that he is “cautiously optimistic” that LEED HC will have an enduring legacy.</p>
<p>“On the whole, the LEED HC revision process resulted in a significant number of positive health-based improvements to the LEED rating system. For example, LEED HC strengthens mercury restrictions and furniture toxics requirements, and extends indoor air quality protection assessments to all interior surfaces—an approach now being picked up by the draft LEED 2012.”</p>
<p>Lent said that although the toxic credits are in the Pilot Library, “and therefore remain subject to revision and member ballot, similar requirements have already been successfully piloted by over a hundred hospitals using the GGHC. I am optimistic that these credits—available to all project types—will make the transition to the whole LEED system.”</p>
